It was a packed courtroom on Tuesday in Raleigh as a three-judge panel with the N.C Court of Appeals heard arguments from attorneys with the state and Forsyth County property owners who want to see the North Carolina Department of Transportation complete the purchase of all the properties in the path of the proposed Northern Beltway.
